1 Article 9 of the Law in force :
The language of teaching
To name Article 9 as follows:
The choice of the language of teaching.
2 Article 9 of the law in force:
(1) Education may be obtained in the official language in the state educational institutions and in the municipal educational institutions..
Article 9 p.1:
The right to obtain education in Latvia is realized in the official language, and in the languages of national and linguistic minorities of Latvia, if adequate number of population showed the will that such educational institutions be organized.

To add the following wording in Article 9 p.1: The right to obtain basic and secondary education in Russian is guaranteed in Latvia, as Russian is the language of the biggest linguistic minority in Latvia.

3 Article 9. : The language of teaching
(2) Education may be obtained in other language: 2) in state educational institutions and in municipal educational institutions, in which minorities' educational programmes are realized. In these programmes the Ministry of Education and Science states the subjects taught in the state language.
P.2 : (2) Education in the national and linguistic minorities' languages may be obtained:
2) in state and municipal educational institutions in which the educational programmes for national and linguistic minorities are realized. The municipalities determine the language of teaching in the educational institutions set by the municipalities. The municipalities determine the language of teaching on the basis of advice from the educational institution Councils and in concordance with the Ministry of Education and Science.Necessary alterations should be made in all parts of the law in force where educational programmes for national minorities are mentioned.

To add p.14 into Article 17, part 3 and into part 4 as follows:
14) .determines the language of teaching in the educational institutuion established by municipality, based on advice from educational institution council, in concordance with the Ministry of Education and Science.
5 Article 33.Educational programmes
(2) Educational institution, agreed with its founder, works out educational programmes in accordance with state standards and educational norms.

(2) Educational institution in accordance with its founder and taking into account peculiarities of the educational institution (teachers, wishes of students and parents and the society) works out educational programmes in concordance with state standards and educational norms.
6 Article 41. National minorities educational programmes.
(3) The Ministry of Education and Science determines which subjects are taught in official language for national minorities educational programmes.

(3) The municipality determines the language of teaching in the educational institution set up by the municipality, based on advice from educational institution council and in concordance with the Ministry of Education and Science.
7 Article 41. National minorities educational programmes. To add new part 4 into Article 41 as follows:
To include integral number of subjects "Letonica" into ethnic and linguistic minorities basic and secondary school programmes. "Letonica" to comprise study of culture, literature, history, geography and ethnography of Latvia in the official language.
8 Article 50. Restrictions for working as a teacher.
A person is not allowed to work as a teacher:
(3) In the educational institutions set up by state or municipality, if this person is not a holder of a certificate of knowing the official (state) language at the highest level.

(3) In the educational institutions set up by state or municipality , a person without certificate of knowing official language at the highest level is not allowed to act as a teacher if the subject is taught in the official language.
9 Article 59. Educational system financing sources.
(2) Private educational institutions are financed by their founders. The state and the municipalities participate in financing private educational institutions in the minimum which is determined by the Government, if compulsory accredited educational programmes in the state language (mentioned in Article 4) are realized in these educational institutions.

10   To add new Article 19 :
The Department of Minorities Education:
(1) The Ministry of Education and Science forms The Department of Minorities Education in order to provide education for ethnic and linguistic minorities.
(2) The Head of the Department is approved by the minister of education and science based on agreement with national cultural societies und public organizations which deal with minorities' educational issues.
(3) The Department acts on the basis of the provisions approved by the minister of education and science, and coordinated with national cultural and public organi - zations dealing with minorities' issues.
11 Transition rules. Article 9
9.1st part and p.2 of Article 9 2nd part are implemented gradually:
3) From 01.09.2004 - in forms 10 of the secondary state and municipal educational institutions as well as in the first year of the state and municipal professional education institutions, the official language should be the only language of teaching.
To remove part 3) from Article 9 of Transition rules.

Proposals on amendments to The Latvian Republic Law on General Education :

12   To include new Article 28 into the Law:
In the educational institutions where educational programmes for national and linguistis minorities are realized, the mimimum permissible number of students in the class is 6 (for basic education programme) and 12 students for secondary education programmes.
13 Article 13. The Council of the educational institution
(2) The representatives of the parents are to be in a majority in the Council. The head of the Council is elected from the representatives of the parents.
To add into p.2), Article 13:
The director of the educational institution gives reports to the Council on all the items on organization of the educational process and the work of the educational institution.
14 Article 13. The Council of the educational institution To add part 3 into Article 13:
(3) The meetings of the Council during the year are to be held not less than once in three months.

To add p.2, 3 and 4 into part 3 of Article 13:
2) The Council puts forward to the director and pedagogical council the suggestions on organizing the work of the institution, on budget fixing and on implementation of the educational programmes.
3) The Council puts forward to the municipal education authorities the propositions on the language of teaching in the educational institution.
4) The Council suggests to the municipal education authorities on the items of improving the work of the educational institution.
